fin and tail and mouth rot --contagious?

I have a 75g gallon feeder tank set-up and it is about 1.5 years old. I have allways bought my feeders from the same place and i buy a pound of 2'' fish at a time. Once a month usually. everything has been fine up until a month ago when i got a batch and in a few days they started getting fin/tail/mouth rot. I tried to dispose of any of them that looked ill everyday. My water parameters will spike for a few days after the new introduction of 30dz feeders, naturally. And i allways do 50-75% water changes daily for the first week to combat this. I have never seen the ammonia get over .5ppm and the nitrite has gotten to 1.0ppm on a few of these occasions. Now I am having trouble with every new batch that i get. They keep getting fin and tail and mouth rot.------------so my question-------is fin/tail/mouth rot contagious. And is this why my new batches of feeders keep getting it, because there are old feeders inthe tank that were exposed to it. If so what should i do to rid the tank of this. And also try to keep my bio-bacteria.
