Fin-rot? HELP!

I am having no luck with Scats at all. I noticed my Red Scat had some "Bites" on his fins. I put him into a net breeder until they would heal. That was last week. I have noticed his fins are slowly disappearing, and he will stay at the top of the tank on his side unless I go or to see whats wrong, then he goes back down and swims normally. Is this fin-rot?! Do I flush him to prevent any of the other fish in the tank from getting this disease? Sorry is this isn't the right section.
Help please!:(
 
mod will move it to the disease section 'm sure ;) make sure to list off your general tank info, water perameters, in this case what your salinity is at as well. and any other info that involves the fish.

I have no idea what the water parameters are, its a 20-Gallon with 3 GSPs, and they are eating just fine and don't seem o be having any issues. I added 4 tbs of salt to the tank, being told that you would need at least 1 tbs of salt for evry 5 gallons for a brackish tank.
 
That is the general rule of thumb, but water changes,evaporation, ect. will shift the balance of course. I'de get the perameters checked anyway just to make sure. and your salinity checked at that time as well. I'de also suggest picking up a hydrometer. You can get one for about 5-10$ at just about any petshop. personally I've never kept Scats, so can't be much more help then that. But I have worked with them before and remembering them being very hearty as long as their salinity levels are kept accurate. which I think is liekly your problem with them. or a nitrate/ammo/nitrite spike possibly. which would explaine the fin deterioration, or he possibly contracted a fungal/bacterial infection from the initial rips and tears. I'de rule out the water parameters, then treat for infection if the water tests fine.

I know that the GSPs are no the issue, seems how the Scat is in a Net Breeder in the tank, and has no contact with the GSPs.

I do have a Hydrometer for my Saltwater tank. I just checked the salinity level, and it is about 1.012.
