I have a hap peacock tank as well. That is a classic sign of fighting. Fin rot looks more like the skin on the fins have literally melted away.
If You really like that fish you need to identify who is picking on it and make the call as to which one you want to keep or see if it diminishes over time. My experience is aggression does not diminish.

Will have a check on them the fryeri was the boss of the tank but fusco seems to be the boss now but I have a ob that’s allway chasing from the end of the tank he’s allways at
Has most know they allways seem happy when sitting there watching them don’t see much aggression them

Also have a few more fish like this not as bad tho maybe it’s one fish picking on them all wouldn’t this settle down once there is a tank boss

I agree with the previous posts - that's a fish that got it's ass kicked, not fin rot. A hap/peacock tank is always going to be a fluid hierarchy, with fish vying for top spot. Just because a fish is "boss" one day doesn't mean it will be the next day or that tank mates will just accept it and never try to be the dominant fish.
