Fin rot or bullying?

I have noticed that one of my long finned red tetras and one pearl gourami have pretty tattered fins. I figured it was bullying, but now my four inch angel fish is missing the top of his fin too. My Senegal, endli, pictus,channel cats, and bala sharks are not showing anything. I don't see any white fuzz on any of the fish, maybe just some trailing fin remnants. What does this sound like to you?

Something I forgot to mention. My friend gave me the channel cats because he said they were eating his guppies. Idk how true that is the are like three inches but I mean I guess its relevant info

Well I just got my answer. Found my Senegal running the tank with a tetra in his mouth. I didn't think he would hit a larger gourami or angel fish though
