Fire eel in planted tank

Are spiny eels sensitive to o2 and co2 concentrations? I noticed my fire eel hanging out at the top of my tank today. Weird behavior for him. I've never seen him at the top. Looked like he was breathing kinda rapidly too. I do run pressurized co2 in that tank.

fire eels need good o2 saturation so depending how hard you run your co2 this may be the problem.

I don't think co2 would be a problem.

I don't know the ppm, but I do know that the Rainbows and Otos act normal. I have angled my spraybars to increase surface agitation and he seems to be acting normal again.
