Try him on live food like bloodworm or frozen bloodworms... If that fails, it could be the environment so then make a 50% water change and starve him for a week whilst testing the water quality.... If that fails he might have digestive problems which can be treated.
 
He eats bloodworms fine and when he spits out pellets he doesn't even chew them

Sometimes it takes time for fish to figure out what is edible. Feed the pellets/flakes sparingly for a bit, and don't offer more desirable foods in the meantime - it takes longer to acclimate fish to a specific foods when alternatives are available. Just keep an eye on you fish to make sure he isn't thinning out from lack of food.
 
dont starve him try mixing pellets and flakes with the bloodworms before feeding and as time go by use less bloodworm and more pellets or flakes.
