First drilled tank, best filter set up with sump?

Hi all, i have just picked myself a small tank of 60G and a sump of 24G, the tank is drilled with 4 holes at water level and all 4 are 30mm diameter, that seem big to me for a tank of this size, i could be wrong thouuh as i have never had a drilled tank.
I will be having the filter at the side of the tank not under, just for ease of use and it is a spare space there for the sump.

This a very rough diagram for the set up, in the over flow, do i need a 90% downwrds elbow or can i just have the water going straight in the over flow pipe to the sump passed the inline taps to adjust the flow.

Will i need the four 1 1/4 inch ( 30mm ) outlets, all i need is 600G turnover, or will they give better control?

The srew cap on top of the down pipe is for if i use the 90% elbow for a siphon feed from the overflow trap, idea is if i need to start the siphon then i close the taps, open the screw caps and fill with water, close caps, open taps and that should start the siphon.....i think


Or can anyone suggest a good setup, and with the least noise as possible please

Plug the two center holes and use the outer holes as the overflow and return. Use a 90 on the outlet and a pipe with a inlet screen toward the bottom like a HOB or canister filter uses. You need to drill a hole in the outlet pipe near the water level so that the siphon will break in the event of power failure and not overflow the sump. The return you could tee it with some 45*'s on it to distribute the flow. You may need a valve on the return so you don't overflow the tank.
 
Ah back on line :)

This has been doing my head in, i found the beananimal site and got a list of parts i need to do it but the parts are not available for the bulkhead section ( from the 1.5" pipe )

I will post the diagram later of what i found to show you.

Thanks for the idea KAWAMIKIE, if i cant sort the beani out that will be easyer, and i will use 1.25" pipe and 1" pipe for the bulkhead as the holes are 32mm diameter.
