First large aquarium and sump help

Hi first time poster long time lurker (and admirer of the aquariums on here). Well the time has finally come and I purchased a 75g aquarium off craigslist, which is a sizable upgrade from my previous largest aquarium of 29g.

The aquarium I purchased is pre-plumbed by the previous owner. It has two tall return pipes and two short angled outflow pipes. The two return pumps are joined under the stand and the two outflow pipes are separated under the stand. The issue I'm having is with the pump. This is my first time using a sump as a filter and it isn't giving the power I was thinking it would. I'm not sure if it's enough to circulate the tank once it's set up.

I purchased a 620 gph pump from harbor freight. When I filled the aquarium and plugged in the pump there was minimal pressure coming out of the short angled outflow. The return line going into the sump looked like it had a good bit of water running through it where the two lines join into one line before the sump. So my question is would it be normal for the split line outflow to feel weak because it's being split into two pipes? Or am I losing power due to the gravity pulling all the water into the tank onto the pipes that lead to the pump?

I would run those supply lines all the way to the surface. I don't know why someone would put them on the bottom of the tank like that. Also as far as the pump goes post up the model '# so we can check it out. You probably have 5' of head loss or so with the elbows in the plumbing so that 600+gph pump should be flowing good. I bet your problem is the way those lines are set at the bottom. Get some black PVC or nylon hose and run them to the surface and put a 90* elbow on
 
Thanks for the suggestion. The other option would be to switch out for a 1200 gph pump from harbor freight. Would this be a better option?

If possible I'd like to avoid having tubes all through the tank. My current pump is a pacific hydrostar item # 68393
