When people state the size of there tanks in gallons are they quoting 100% water or allowing for substrate, decoration, fish ect because obviously this makes a massive difference. Thanks.

Ya most people don't even go to the thought of actual inside dimensions and also taking out the over flows and actual water level vs the top of the tank. But over all it's just a rough number and should give you an overall size of the tank.

Just getting back into the hobby after a long break (about 6 years). I have ordered a 125 gal (just water lol) tank and cabinet which arrives in 3 weeks but can't decide what fish to go for. In the past I've had general community, oscars, piranha, central/south American cichlids and Malawi's but must admit I do have a soft spot for larger fish. Any suggestions welcome and as for the 1000 gal I think I will have to get a divorce but that would ever happen.
