Fish all float

I have three freshwater fish that over the past couple months have one by one started to float at the surface. It seems like bladder disease but with all three of them doing it that seems unlikely. In the past year they had chlorine poisoning once and ammonia poisoning another time, if that helps. Any ideas?
 
Hopefully this won't get me slaughtered, but this tank is goldfish. Two are 1.5 inches and one is 3 inches. 25 gallons. pH is 7.5-8, nitrates between 5 and 0. Aeration isn't a problem. 50% water changes once a week. Water is dechlorinated before going back into the tank. We're working on getting the 55 gallon tank ready because I know this tank is overstocked. I don't know if the tank being overstocked is why they would start floating one by one or if there is something that I am absolutely missing here.
