fish cant swim correctly

my african mbuna cant keep his body level equal. his tail side floats towards the surface and he tries to swim downward but keeps floating back up. looks like the 2nd half of his body is disabled.
he seemed fine the day i bought him but his body looked like it was rotting and i looks worse than ever.
what is the problem and is there any treatment at this point?
 
Its a likely case of a swim bladder problem and or severe constipation. Feed him 1-3 peas 2x day for two-four days. Pea's aid as a laxative for fish. The swim bladder problem could be caused by stunting.
 
it cant be stunting because hes only about 3 inches in a 30 gallon. how should i prepare the peas cause i dont think he cant eat them
 
his condition is so bad that he cant even control where he wants to swim. he just flips around and ends up wherever he gets floated to. and he cant eat the full sized peas so i cut them up but they sink and he cant reach the bottom.
 
Get a feeding tong?
