Fish continuing to get sick after repeated treatment

Hello everyone,

So to start off, i'll give an overview of my setup. I have a 60g glass tank with a divider in the middle, an air pump feeding through a sponge filter, an aquatop pf-600 filter on one side with no filtration(just to give flow on this side of the divider), and an aquaclear 100g filter with 6 months old carbon, sponge, and bio. My ammonia reads normal range and my ph is generally around 7.0 after a water change and 7.5 right before my weekly water change. The temperature of my tank is 86degrees on one side and 80 on the other. I have a male flowerhorn about 7in long on one side and a female jaguar 4in on the other side. Now on to my fish:

My male flowerhorn has been sick many times in the past and I have always treated him with the standard epsom soaked pellet solution. A few weeks ago, he got very sick and his bodysize and kok shrunk massively. I was forced to force feed him epsom solution until he got better. I used to feed him sumo red and bio-gold but now he doesn't eat them so I am having to feed him the only other thing I have, humpy head. After force feeding him and returning him to acceptable conditions, I continued to feed him soaked pellets for 5 days. Again now, he is showing signs of sickness by scratching himself against me heater and the ground, random spasms of his mouth and fins, but no white poop. I have tried cleaning my tank but when I did, I was unable to do a 100% water change because I couldn't find anyone to help me move the tank to fully empty and clean but I did a 90-95% water change and hoped my fish would remain healthy.

I normally change my water 10 gallons once a week. I used Seachem Prime and add some API aquarium salt. I clean almost all of the poop because I have no gravel in my tank. I mainly want to know the most efficient way to clean a tank. I know that in the past I never used to have algae build up inside my tank but recently I have, but my levels are the same as before. Could it be from the bio and carbon not being replaced? I was recommended to change those only around once a year. Any help would be appreciated. Thanks.
 
You say your ammonia is in normal range ....there is no healthy range for ammonia. The only healthy number for ammonia is 0. What number are you reading?

Add another heater to maintain an even temp of 78-80 deg increase filtration and waterchanges of 50 percent per week,
