bored?? I dont know, but they can be stressed when in too small tanks, and I guess thats because of some sort of claustrophobical feeling.
well if puffers dont have muck scenery they tend to destroy their tankmates for fun so id say yes to bordom
Boredom happens in all animals. The brain needs constant stimulation to stay healthy. That's why some fish prefer to stay in groups, among other reasons. This is why I always interact with my pets.

Well if they show enough intelligence to know there owner(the person looking after them) I'm sure they have the ability too get bored.
