I have read through Oddballs postings which were extremely helpful, but none seem to fit exactly what I have. I have just recently gotten a very deep cough and have gone on antibiotics with no effect. I also have some cuts that are healing very slowly and once they have they become raised and hard. I also have multiple quarter size rashes on my arms where Ive been cleaning tanks and such. Does this sound like a possible aquatic bacterial infection? I have not been around any marine tanks lately just freshwater.

Could be fish tank granuloma caused by a mycobacterium

You should wear gloves like these when putting your hands in the tank:

It could be, but it could also be an allergic reaction to algae (unlikely due to the lumps),
Mycobacterium is the causitive agent for fish TB and is a fairly resistant disease. Many antibiotics are not effective, I seem to remenber the preferred treatment being biaxin and euthambutol. Speak to your doctor and get checked specifically for fish TB (the FW version) early treatment can prevent a long recuperation.

how does one go at detecting whether such bug exists in our tanks?

No real way without a lab and constant testing. It is not very common though.
