Well, we all know that oil prices are climbing and effecting our pocket books from every conceivable and sometimes imperceptible angle. Obviously our fish are costing more and more directly because of transportation costs and energy costs to maintain them in wholesale and retail outlets. Furthermore, cost of feeding them is rising as well (not that significant, I know). Additionally operating costs as whole are up for the everyone so that gets passed on to the consumer as well as higher prices.
Anyway, my point:

If not defeated, Fish and Wildlife are going to significantly increase the cost of inspection.
In case you did not know it, just about any/all of the fish we keep, especially our MONSTERS are imported. The fish bred in this country at any sort of commercial level are: gouramis, tetras, SA/CA and African Cichlids, live bearers. There are likely others, but most of the industry shifted to buying from Singapore, Thailand, Taiwan, China, etc. over the past 10-20 years >>>>> most of the fish you see in stores are imported.
