I am in the process of getting my fish room started. It will have around 14 to 18 tanks and around 1700 gallons or so. I have a lot of different questions regarding plumbing, air compressor, filtration, pumps, etc. Does anyone have a similar fish room set up in Southern California I could check out? Does anyone know of any businesses in Southern California that offers supplies and help to set up fish room plumbing? I have found similar business that do that but they are on the east coast. If I have a two pump system with one pump sucking water out and one pushing the water back to the tanks can't I just put a line of "in" and "out" pvc from the top of the tanks so I don't have to have predrilled tanks? Please help.

Yeah, sure if you plan on having a pump in every tank which could provide a huge hazard when one or the other pump goes out or you loose power. What you need if you don't want to drill your tanks is a hang on overflow. Plus, you would need a huge filtration system if you plan on running 18 tanks all off the same system which would likely take up a huge chunk of any room.

depending on the size of the tanks get canister filter fx5 for 150 g and up ect.

just hit up home depot, they will have more than enough for 1700g of water. keep in mind even my 5500gph pump is only 1.5" pvc

Instead of filtering all the water with one filter, why not plumb in an air system and run sponge/box filters?

Jehmco is a good site, get a linear piston Alita pump. I run the nickel air valves and they are all adjustable and closeable.
