I have some African cichlids (the ones that all look the same but different colors, ex) yellow lab) and every once and a while one will start twitching like it's having a seizure or something. It only lasts for a second or two. Could this be after effects of putting a fish in shock from cold water?

I doubt that thermal shock is the cause, there are few after effects from chilling that last for any extended time once the fish is back in it's comfort zone temperatures. There is a protozoal that is sort of a parasite that can cause a healthy fish to startle and dart or shiver for just a moment. It is called Trichodina and is a bit weird because although it can eat fish slime it doesn't really feed on the fish itself, Instead it just hitches a ride so to speak but it uses little hooks to do so. They often latch on to gill tissue and other soft tissues. While clamping on or moving they can irritate the fish like a sudden intense itch causing the fish to shy or spasm.
Most cases respond to salt at the same level used for ich, 2 teaspoons per gallon for several days, but some strains require stronger measures, either Forma-green or potassium permanganate. The salt resistant strains are mainly out of asia and Japan.
