Yes. Its totally normal for them to patrol the tank at night.

aand during the day. Mine always cruised both. My ornate before I sold him (for this reason and he never moved from the corner or let me watch him eat) would be swimming on the top more then the bottom.
Well I have 4 others that do too
and let me see them (one even lets me pet him occasionally)

yeah when they are small it's natural instinct for them to be at the top it should start to be more comfortable at the bottom of the tank sooner or later
