this guy is offering me a 150 gallon tank, but he has two one is a 150g long and the other is a 150g tall. and i was wondering which would be better for the fish and also in stocking limit, would the tall tank stunt the growth of a fish rather than a long one? and would it limit the amount of fish i can put in there full grown or would it not matter as long as the gallons are the same

Depends on the fish.. some like swimming height more than swimming length and vise versa, if your keeping bottom dwellers then length is what you want etc

I prefer long tanks.

It all depends on personal preference and stock list. I have a tall tank and despite the times it's a PITA to deal with, I still love the height and wouldn't switch back to a shorter one.

gallons/size do not stunt fish. Lack of water changes, overcrowding and feeding an improper diet stunt fish.
If you have angel fish or discus, a tall tank would be better.
If you have territorial fish like central American, or many African cichlids, foot print, length width, are more important
If you want an arowana, largish catfish, or stingrays, length is better.

in there i plan on putting a
tiger oscar
jack dempsey
jaguar cichlid
maybe if im not pushing it a peacock bass the smallest species
other ones when i think of some
some bichirs

Then go for length. These fish won't care about the height. Also that's a bit overstocked with the jag. 150 is about big enough for 2 jags by themselves.

You need a big tank, and go with the long version rather than the tall one.
