Actually it is not as unusual as it seems right now to you.
The idea behind this is to avoid harm generally. The dazing is not supposed to harm as well, it is not meant to "bash in", it is meant to take the fishes consciousness to the point of death which is aimed by bleeding to death by a sting right into the fishes heart.
Of course it is a matter of correct execution.

In general traffic there is a kind of contradiction somehow.
On the one hand the law concerning animal welfare regulates that you must not harm animals without a good reason.
On the other hand the regulations concerning car- insurances say that it is the drivers fault if he causes any accident because he did not hit any animal that would have caused less damages.
At all it could be a good reason to kill an animal that definetively would not harm the driver and his passengers just causing some material damage than taking the risk of hitting a tree killing anyone inside the car or whatever.
But actually the driver will never know if he did not try it
So most drivers just prefer hitting small animals than taking a risk of losing insurance, I think they do not think about it any step further.

Actually I am not firm in english terminology concerning fishing, so I unfortunately do not understand this sentence, could you please express it more detailed in easier words?
