Fishing License Questions for Wisconsin

I haven't fished since I was a wee lad, and having recently visited a lake, sparked my interest once again. Bought a new reel and tackle set, and ran into some questions on the issue of licensing.

There is a fishing license for $20, which lasts a 'year'. But on the DNR site, there is this

a bank pole license of some sort, that only costs $3.
I only plan on fishing from banks/shores/etc, so is that $3 one all I need? or is it complimentary to the $20 license?

For the near future, I will probably only be fishing the fox river, and releasing everything I catch. All I really know as far as fishes available are some huge carps.

Any information would be appreciated, as I am planning a trip down to Oshkosh (i'm in Appleton) to the DNR office if all I need is that $3 license, that isn't issued anywhere in Appleton. Otherwise, I can get the $20 license in Appleton.
 
Is appleton in WI? It sounds like the bank pole license is only available to WI residents. If you are I guess that what it is. I would check with your local fish and game officer to clarify though...
 
If you are going to be fishing in WI you need to get the $20 license. You could get the Husband/Wife discounted licenses for $31 if you are married. The $20 license is for permanent residents of WI. You could probably get your license at any Fleet Farm and they should know any questions that you may have. If you have any questions...PM me!

Yes, I'm in appleton, and i went to the fleet farm to ask about the licenses. They didn't sell the $3 one, but they told me they've had people come in just like me asking about it.
I know i can get the $20 one from fleet farm, but you know, $3 is a lot less than $20 lol

it looks like i will have to make the trip down to oshkosh DNR service center anyway, since my friend is not a WI resident (i am a resident) but she is a college student in WI which the website says to come into the office to get a diff rate than non-resident
