Fishing regulations: permit and license in Malaysia

Hi fishermen:
I would be interested for fishing a snakehead "Toman" in Penang, exactly in pulau pinang or near from there, I will be there for 3 months, February to May, but probably more, it depends. Where can I go to do it "tramit"? Thank you.
