Fishless Cycling Ammonia?

So I bought clear ammonia from Walgreens

"Nice! Clear Ammonia [All Purpose Cleaner]"

In the ingredients section, it only says water and ammonium hydroxide but made bubbles when i shook it.
Some sources say that if you shake it and it makes suds, then it probably isn't safe to use...

Even though those are the only two ingredients, why does it still make suds?

Is it safe to use?

It sounds like pure ammonia to me. I don't see why not.

The only thing that kind of worries me is the bubbles produced when shaken

is it like soapy bubbles? or bubbles like when u blow a bubble while chewing gum? were u can see threw the bubbles i get all my ammonia at dollar tree 1 gal for $1 if its like bubble gum bubbles that u can see threw then its safe to use if soapy bubbles dont use
