Fixing with silicone under water

I'm well aware ge silicone 1 is critte safe, but my question is can it be applied underwater and cure? The tank is going thru a cycle and there's no fish in there now. But one of the loc line fittings came undone from the bulkhead to its not really a stress point as far as tank stability. So can I just dab some silicone on the fitting and put it back into the bulkhead or do I have to drain the tank first?

Same thing happened to me I said eff it super glue worked lol it's the part of the lock like that moves the fish broke it out of place. Was tight but would come off with some pressure and my fish would hit it from time to time.
