Flagtail (Fei Feng) : general question about color

I just bought a 3" Red Tail Fei Feng yesterday for $20 from a LFS. The pelvic fins are a nice solid red but the other fins (mainly the striped claudal fin) is not red.

How large does this fish need to grow in order for its fins to turn red?

all depends of quality of environment ... good water, good food, compatible tankmates, no stress

I agree with both comments. I'd also encourage you to feed it hikari algae wafers. I've seen more growth from feeding my ff these wafers than with any other foods.
