flickering light

I have a standard 55 gal tank with two 18" 15W flourescent lights. The one on the left won't stay lit, it starts to flicker on and off. Does this mean the bulb is toast, or is the light fixture broken?
 
Best way to find out is to get a new bulb ... or a new starter, depending on your set-up.

Switch the bulb out of the one that isn't flickering and see if it is the bulb before you buy a new starter. I wasted money on a starter when I needed a bulb.
 
its either the bulb or the Starter, Switch the bulbs an see. if the bulb that lit before flickers its the starter, if it lights up its the other bulb.
 
Thanks guys. I took the bulb from the right and popped it into the left, and it looks like I have 1 bad bulb. But, I still have to buy 2 bulbs so that the light is even on both sides, I don't want one side brighter than the other or even a different shade.
