so i made a diy ohf. i have two powerheads pumping the water into a shallow rubbermaid that fit perfectly insidde a deeper one. the small one holds filter floss and is drilled like a drip tray. drilled holes on a 1" x 1" grid pattern. that drains into the bigger rubbermaid that holds about 30 scrubbies. then returns to tank via three 1" holes. the water flows over the scrubbies real evenly but there is only about a half inch of water in the bottom. should i cover one of the return hole to build more water depth in the big rubbermaid thus increasing time water is in contact with scrubbies?

You will be fine as is, because scrubbies are best used in a wet/dry the way you seem to have it.
