Flow reduction without impacting surface agitation/O2.

I've got a 100gal "long/show" & have plumbed a Jebao 1300 in & out of a 15Gal chemical drum 1/2-full of bamboo charcoal. Not permanent.

The pump is plumbed at the downstream, submerged into the tank ~5" below surface on a 6" partially bent 1" tube. If I set the vent towards & along the surface, it stresses-out the arowana (growing-out, ~12") & he/she rests on the bottom. If i spray it across & downwards, the loaches & barbs start panting (O2 deficit) after a few hours.... even with visible motion/turbulence, so I'm not sure what's going on there.

Suggestion for a middle-way?
Cross-flow with a to-surface tube venturi (for air)?
Replace/cap the 1" bent with a T?

Mostly looking for an idea to down-tune the manic outflow without installing a valve or re-plumbing with finer/more restrictive lines. Jaebo's already tuned all the way down (10 Watts?) & not keen to buy a bubbler or secondary little pump for surface agitation.
