Flower Ray pup Eating Issues... Please comment if possible

Ok so I aquired another new approx 4.5" flower ray.. i know these are extremely fragile as fresh imports, lost one a month ago... So had about 10 days and hasn't eaten again but it 100X more active than the last.. I keep black worms and blood worms in at all times... i have actually seen this guy aggressively blowing through the sand looking for food but he wont touch the blackworms or bloodworms more than just a taste.. Threw some cut up silversides in just now and still nothing. Hip bones are showing and the dent in the head is showing now and ray is still more active than ever and goes over the worms and tastes them but won't eat them. WTF?
 
Try ghost shrimp I've also seen them eat cut up earthworms right out of the shipping bag. Only to stop eating a week later and die.
 
tank warm and dark???
 
Yeah try keeping the tank dark and warm maybe 86-88 degree range and try some nightcrawlers. BTW possible for you to post a pic or two up?
 
The ray is in a tank with sand and has constant food. 85f. treated with prazi for a week or so as well as a light dose of binox the first day to try to prevent any disc rot from water differences.. Is a very active animal which is weird. The last one was never active like this. Put ghost shrimp in today..
