I'd say yes, once stunted, if they are, they'll stay like that. However, there is no reason they won't be healthy and live a full life if subsequently cared for adequately.

Possibly a bit harsh but I reckon warranted given how those fish are being kept. JDvirus I'm sure your fish appreciate your clearly heartfelt apology but you can't expect 3 FH's in even a 36" (let alone a 24") tank to thrive, each should have its own of that size or bigger.

If given proper to natural space/environment they'll still grow even they are stunt for a whole year in a small tank if there are more years in them to live. That's a fact.
