They're not illegal. The US has gone overboard on efforts to stem the flow of smuggled hatchlings. Australia and Papua New Guinea have banned any trade in FRTs. Indonesia allows export of captive-hatched FRT hatchlings with proper government permission. The US is supposed to allow these permitted hatchlings into the US. However, since it's thought that the permits may be easily forged, choose to not allow all shipments in. But, a precious few are allowed in. Considering the numbers of hatchlings exported from Indonesia annually, if the US eased their restrictions on those permitted turtles, over 110,000 hatchlings would be available in US markets. That would provide not only turtles for the avid collector, but will offer the best opportunity for breeders to obtain broodstock for US-bred specimens.
