FOAM!!!! HELP!

I was rearranging how my plugs were arranged in their sockets and my filter, heater and "powerhead" were unplugged for two 5 minute intervals. Three hours later, I see some bubbles at the surface - I used my hand to try and break them, and they stubbornly remained intact. Any speculations as to why?

I just doubled my filtration for the tank. I took the HOB form my FW and put it on the SW too...now theres a 40gal HOB for the 20 FW because it's overstocked with angels.
