No, it's not illegal to buy and sell turtles. They must be over 4" in carapace length though. Of course, clever merchants find ways around this through using the word "Adoption".
The Craiglist ad mentions "Rehoming fee" because it's against the rules to sell animals.

If they are that small they haven't even been alive that long. This seems like a local pond scoop and now its too late to release.
 
Question....i know mixing most herps is a no-no. How do those rules go for turts? As long as they are equal size, painted and a RES? After any necessary quarantine. I know i've seen it many times, turts being mixed like fish but i figured i would ask.

Painteds are better with maps and chicken turtles and sliders with cooters, but its fine
 
Yeah, as long as they are similar turtle species, and close in size they're ok to mix. A painted and slider should be ok together

I'm not a turtle guy, so I don't know the in's and out's of it. I know you can't buy them in pet stores here. As mentioned earlier, the whole Craigslist re-homing fee nonsense is how people get around the selling of any animal on that site. Or they will be selling a tank and all equipment for whatever price and "hey look at that....it comes with free turtles".
