not really what the computer chilling system is intended for. Computer chilling system will take very high centralized heat and spread it out over more volume via medium. It takes some thing super hot to just hot.

Chilling an aquarium, you already have plenty of medium (water) that is just sort of warm, you want it to be less warm. I see you are in Singapore, can you give more info tank size, stock, and filtration? I bet if you put a wet dry filter on the tank the water might be able to cool off in the drip plate.

the tank size is 1.3FTx1.3FTx1.5FT , stock is 15CRS and 4 OTOS and the filtration i'm using hang on filter.
 
it's a pretty small tank, try taking the cover off the HOB filter, you will have water evaporate, but that is what you want. If you are still having issues, leave the tank uncovered, or a screen top. If that all doesn't get you down to 86F/30C or below, get a fan to blow on top of the water. The air movement ought to do the trick. Low tech options are usually better options than a higher tech options. Also turn the light off, and make sure the tank doesn't get to much sunlight.
