Japanese whaling is a big issue right now.

Should private organizations have the legal authority to enforce laws on the high seas, even if resorting to illegal means?
Should those same organizations be allowed to enforce their own laws, they themselves being left unchallenged?
Who defines what the law is? If in international waters, does an international treaty have authority? Since none of those countries actually has jurisdiction?
If acting in open water, does Green Peace have the right to make their own law? If they do illegal things in open water, who has the right to say it was illegal? What laws of what country are applicable in waters where no law is enforceable?
Should vigilantes be allowed to operate in areas that govts seem unwilling to act?
If govts do not enforce international anti whaling treaties, should govts punish those private parties that do the enforcement?
And do they have any right to punish those parties who cross the line into illegal property damage etc...who makes the law? Who enforces the law?
Should govts allow vigilantes to proceed in areas the govt does not want to step to save themselves from international arguments over a whale?
Should govts punish vigilantes for property damage, loss of business, action causing injury or death...if the target is acting illegally or legally?
Should vigilantes be punished for acting illegally in govt waters, if they are only acting because govts wont?
If govts do not enforce any law, why punish one side or the other?
Should private parties just start a shooting war?
Why? Why not? Who says so?
This is current. Google.
The same questions can be asked regarding piracy.
Should private companies have the right to shoot back to defend their ships?
If so, what would happen after an escalation?
Who is responsible? If anyone?
