Are there any online stores with free shipping? or reasonable shipping prices that make buying online cheaper then the stores?

IMO, if you find such a vendor, it's more than likely a scam. The lfs price includes the store's shipping costs which are discounted when dealing through an account and when dealing with volume (1 2" fish ships for the same as 10 2" fish due to dimensional weight shipping calculations, volume discounts, etc.).
Reputable online dealers that offer free shipping, account for the cost of shipping in their sale prices.

Depends on the stuff. If you wanted free shipping some will give it, but you'll have to spend a minimum, lowest I've seen is spend $50 and get free shipping. But usually that will not include live fish.

Good cheap filter? For under $30? Don't know of any off the top of my head. May have to just check as many online retailers you can find.
