Free swimming?

I've had my Rectic pup for about three months now. He loves to play in the bubbles and tank wall walk (I've read that this is normal behavior)
What I was wondering is whether or not he will ever swim freely in the aquarium, not just scoot along the bottom? Does anyone's Rays freeswim, and if so did they do so as pups?

I have a couple of pups. They sometimes free swim, not too often but they do.

They climb up the side of the glass and they free swim down to the bottom. Also they ride up my bubble disc and then cruise down.
