fresh or Brackish?

I heard that all puffers are either marine or brackish with no purely freshwater species. I am confused about the figure 8 puffer. One source says fresh, the other brackish, if brackish how much salt should I add to the water per gallon? And should I add marine or freshwater salt?
 
There are quite a few freshwater puffers but Figure 8's are low end brackish fish and require a SG of 1.005 - 1.008. You'll want to use marine salt. I don't know exactly how many cups of marine salt that is per gallon but you should buy a hydrometer as well.

okay no have tank or filter that can take marine salt. what is a nice easy care freshwater puffer?
 
also it would have to fit in a ten gallon aquarium

so frozen bloodworms would be accepted?
 
I like the dwarf puffer. The PetsMart were I live has constant snail plagues and use koi to try and eliminate them but that doesn't work, so I will probably end up with some free snails to use as supplementary food.
