can I make my freshwater 55 gallon into a marine tank?

if so what do I need!

yeah there prob already are but who like searching (honestly)
basically LR and SW. but more advanced stuff comes with more advanced equipment. what kind of tank were you planning on doing?

with some dwarf lionfish, stingray possibly, and some clown fish or tangs?

well a reef involves corals so you'd need real god lighting. pc, t5 (aka expensive crap), or halides would be necissary.
there's no stingray that i know of that will fit in a 55, dwarf lions are a possiblilty but not the regular ones. for clowns and tangs you are looking at the lerger species (if you want the lion) like sebae, cinnamon, fire, tomato, blues line, maroon, and clarkii and pretty much only yellow tangs are sutible for a 55 and that debatable.
 
Well when it's comes to a reef I have alot to say. And most well all is expensive! A basic reef set up will need:

Tank
Protein Skimmer!!!!!!!!!!!
Decent lighting - depending on coral selection
Calcium Reactor -SPS, LPS
Power Heads, Seio, Tunze those are about the only two I would use. The maxi jets do not have enough umph. Well for a SPS tank.
Maxi Jets would work for a LPS and Softy tank
Live Rock
Live Sand 60 ore more lbs of both because they are your Biological Filtration
Heater
Kalk reatcor of some design
Auto top off system of some design. This keep the saliny constant. The corals do not like salinity or bad PH swings. The Kalk reator runs inline with the ATO and helps keep everything happy.

Chiller "Maybe"

No canister filters! No Bio Balls or Filter Floss!!!
If you chose to use a HOB filter take the filter out and replace it with a bag of carbon changed monthly.

Time Time Time! Be patient Remember Nothing good happens fast in a reef!!!
