Freshwater Rays and California

Does anyone know why freshwater rays are illegal in California?
 
Cause of the enviroment over there. People are afraid if people let them go they are going to survive, breed, cause a threat to native wildlife and injure people.

They're listed as category (D) which denotes "detrimental to the native ecosystems and/or native species".

So does that mean that rays are pretty hardy? I thought they were sensitive.

Some species are, some species are not.. Some are prolific, some are not..

Usually larger rays are hardier, and it is alot more likely for someone to dump a common Motoro that has outgrown there tank at 20"+, because of the initial price.. But then to have someone dump super-expensive rays like Leopoldis, which are alot more finicky with water parameters, is alot less likely.. However, Motoros are very prolific and if someone dumped a pair in the waterways, I could easily see it adapting and taking over.. primarily a risk at recreational beaches, as well.
