we had a big snow and ice storm here and my friend lost his power im trying to help him but he seems like i cant help he already lost his bala shark who knows what else hes going to loose i tried to tell him water changes and a battery operated pump would help and maybe even put a cover over the tank would help but hes like its around 20 degrees in his house i said ok just trying to help
 
or maybe i can put his fish in one of my tanks but its to late for that because he was just raised his voice to me like i was stupid his lost but if he wants help ill do it for the fish and he better say he is sorry
 
Advise him to put a blanket over the tank. Battery operated airpumps do help. You may also tell him to provide a generator in case of situations like this. By the way, are you referring to Celsius or Fahrenheit? If fahrenheit, that's really cold. I'd invest in a generator if I were your friend.
 
If he has no other option you can bring the water temp up by floating bags of hot water in the tank. He would need a propane stove or gas stove and boil some water then tie some off in a bag. But that is what I read to do and to insulate the tank by wrapping it in blankets. Battery powered air pumps do help. I agree with Lupin a generator is best but in these economic times one could understand not being able to afford one.
