I have a 3.5" peacock eel, very healthy and active which I have been feeding frozen bloodworm's through a turkey baster, but someone on here suggested blackworms instead. Where on earth can i find these? It seems as if they are not available frozen?

sure they are
a Vendor on here called Black worms direct has them, Great to buy from .
I just got 7 lbs of frosen black worms shipped to my door for $99.99 but he also sells smaller amounts also , and he does sell live black worms also .

had no clue you could get them frozen.. I always get them live from a local LFS at about 1$ per TBS.. Or have had them order me 1/2 a pound w/ their usual order. I found smaller amounts where easy to obtain threw my local private LFS then haveing them shipped ect.. so may be worth finding what the LFS would charge you to have them ship it in w/ their order... vs what it will cost via internet.

On that note I would go w / frozen if you can get them... any live food can potentially harbor bacteria/parasites/ect... as can frozen.. but freezing tends to kill more icky stuff so is in general safer. in the many years I've fed live blackworms I have never had an issues with them though. keeping them clean by changeing the containers water daily i think likely helped with this.
