Are FRT legal to import to Canada? Are they legal to buy or keep in Canada?

It is technically illegal to import turtles (as pets) into Canada. Not illegal to buy and keep them though. Problem is Fish and Wildlife can confiscate if not bred in Canada. And because no one breeds FRTs, they are all imported. All other species can be claimed to be "captive bred".
