i know there is always a risk when keeping turtles and fish together, but i want to knowi i could keep an 9" FRT with some payara, a BGK and some gars? all around 6-8" and gars 11 and 15"

Rule of thumb:

Never keep turtles with anything you might miss.

Sooner or later, the turtle will take test bites. And a single test bite from a 6" FRT went through the spine of one of my AULs (15"). The AUL died.

Off topic; Oddball, how does a mata mata do with bigger fish? I have heard some succes stories with that combination.
 
Possible with a mata mata. However, consider their size. You'd not only wind up with ]V[onsters to hold their own against nearly 3ft 35+ pounds turtles but, you're also looking at way oversized filtration requirements and aquarium size to keep up with the extremely caustic waste production of these turtles.
Another limiting factor is how to keep a mata mata properly fed with monster fish in the tank going after the food intended for the slow-feeding turtles.
