Full closed sump?

Anyone on here run a sump that is completely closed? I bought a DIY acrylic sump a while back. It has three openings to take out the media n such. I noticed that with the small rio pump I have it will overflow at first and it's rated for 211gph. So I toke out the filter floss and put a ac110 sponge and it worked better for a while. After the sponge began colonize bb the first chamber had air bubbles coming out and making water over flow. Thinking it was the middle chambers I made a gasket with tank silicone. It works good as long as there is no screws holding the plate down because the air escapes thru the screw holes. Now my question is will it effect the performance of the sump not having an open top and is the air having no where to go causing it to over flow.

Notice how the water it on the tops. Before it would be more when it was closed all the way. I thought of leaving it completely open but I don't want it to over flow like it was.
