Fungus in my sump and aquarium

Hello,

I have started up a new 260g tank about 2-3 months ago.
Bud since 4 weeks ago there have been loads of fungus in my sump and also in my aquarium!
I cleaned everything up and for a week there have been no fungus.
Bud now the whole aquarium and every chamber in my sump is filled up with fungus!

How do i get rid of this problem?

A friend tells me that this white slimy stuff and the fungus can be a reaction to to much bacteria.

Can this be it?
