I have a young retic ray that seems to have a small fungal problem on the end of his tail, and i was wondering what the best method to relieve it would be? I have been dosing a small amount of salt but I don't what concentration it should be.

Salt is not going to cure the problem, since you have a sand bed i'd use Maracyn 1 and 2 together.I allways use Binox, but it can destroy some of your good bacteria in the filters and sand.

Hard to tell from the pictures is the tail damaged? How was it damaged and how long has it been that way if it is? Has the "fungus" progressed up to an undamaged part of the tail?

In most cases the best thing for rays is clean water. I would just do frequent water changes and keep an eye on it meds can be very tough on them. Until you are concerned that the rays overall health is affected or it loses appetite I wouldn't medicate but that's just my opinion :)

the tail had a little piece damaged when it came here but the fungus has just been in that one spot, but would 15-25% be good every other day or so until it goes away and then drop down to only twice a week with 25-50% per change? the water has had good test results with the ph 7.6 nitrite 0ppm ammonia .1ppm and nitrate 5ppm

Any ammonia is bad you will want to get that sorted out for sure

Sounds like normal tail damage to me I wouldn't medicate it will heal on its own given time and proper care

I would look over your filtration to make sure it is up to the task and just keep those water changes going until it catches up. What filter are you running you really have to be careful when you have a small volume of water to work with things can go south quickly

i am running a cascade 1000, 265 gph but i am seeding an odyssea cps 500 on another tank that will replace cascade and am looking into getting a sponge filter as well

I would do larger/more frequent water changes to get the ammonia to 0 and you want to lower to pH to less than 7 and just keep an eye on it.

I would not recommend changing your ph just keep it constant at what your tap is. A constant ph is much better than it bouncing up and down all over the place.
