Gar (fishing) advice needed

I live in Orlando, Florida and behind my house is a lake so to speak then it continues back into a river. (Econlockhatchee River) I have been trying to catch the gar found in the lake and i have found the hot spots where they dwell but can't seen to ever catch any, though i did catch a nice 2 footer with a cast net. I want to catch them on a rod because i have seen some 4-5 footers swimming around. I have only tried using bluegill scaled and cut open and have had no luck. I cast and leave it in front of the gar and i also have other rods set up with the same bait laying on the floor. Is there anything wrong with my tactic. I would like an advice on catching gar or any river fish if you guys can. I've only fished salt water before but have been fishing in the river and lake behind my house for two monthes. So, far caught catfish, bass, bluegill, snapping turtles, box turtles, and painted turtles but the i want is a big gar.
 
haha, :D i know...it is pretty exciting but i just have the urge to catch one just because they are kind seem more fun than the other fish
 
any tips on getting the gar to actually bite? or could it just be my timing of the day that makes them not bite..i usually fish for them from 4-7
