I want to keep them in a 10 gallon after it's been setup and cycled with a 3:1 female:male ratio. I plan on using a sponge filter and no heater (my house gets down to around 60 degrees Fahrenheit or 15.5 Celsius so I'm not sure if I can get away without one). I plan on having moss and/or a mop for the eggs. Can I just leave the eggs in the aquarium to hatch?

20-24c is much better for them. You'll need to heat them in winter. You'll also see much better results raising the fry in another tank, the eggs are easy to harvest from a mop.
 
Baby brine shrimp is crucial for the adults and babies. Best to keep some hatching continually :)

Do I need a filter in the seperate fry tank or is the flow too much? Also, do they do well in high PH (7.8 - 8.2)?
 
Sponge filters are ideal to remove waste and they aren't too strong
And they should do fine in a slightly higher pH.
