Does anyone know how to obtain a permit to keep native fish in Georgia?
 
Go to the Georgia DNR wildlife reasources division web site, and find out who the conservation ranger for your county is and contact him or her and they will point you in the right direction. It is under the general info section, under contact us. Thats how I got collecting permits for my master thesis. Usually they are very helpful.
 
Do I have to be someone special, like a teacher or scientist, to get a permit, or can a normal person get one?
 
I really dont think you have to be in the science field to get one, but you really do not need a permit to keep natives, because no that I know in the DNR really cares or checks. They only crack down on people who try and sale natives, so just be careful collecting and be discreet about keeping them.

Download the standard PDF fishing regulations. There you'll read that you can take non-game fish (up to 5") with the appropriate nets and game fish with hook and line.

All you need is a fishing license to take fish and I honestly think it would be a good idea to have a fishing license even if you don't plan on taking them yourself.
